Mr. Muszynski is a Senior Market Regulation Advisor for The INS Companies. He is a subject matter expert concerning application and interpretation of the Mental Health Parity and Addiction Equity Act and its implementing regulations and sub-regulatory guidance. Mr. Muszynski has over four decades of experience at the federal and state level regarding health insurance coverage and management issues respecting mental health and substance use disorders.

Over the span of his career he has been involved with numerous aspects of health insurance coverage, health plan operations and provider/consumer interfaces with health plan companies. These professional activities have included provider- plan relations especially respecting contracting, medical management issues regarding coverage, beneficiary appeals and grievances. He was involved in shaping the legislative effort which led to the passage and implementation of the Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA). He was extensively engaged with federal regulators throughout the parity regulation and sub-regulatory guidance processes and the promulgation of the Federal Self Compliance Tool for MHPAEA. Sam has trained an array of state and federal regulatory personnel on applying the federal regulations to test for compliance. Sam has worked with numerous states to develop their parity compliance review and evaluation and market conduct protocols and is actively engaged in market conduct examinations concerning MHPAEA. He is recognized as an expert in the federal rules and guidance and is consulted regularly for advice.

Prior to joining The INS Companies, Mr. Muszynski was the Senior Policy Advisor and Director of Parity Implementation and Enforcement at the American Psychiatric Association in Washington D.C. Sam formerly served as General Counsel and Managing Director for the National Association of Addiction Treatment Providers and was a partner in a law firm which specialized in behavioral health law issues.

Mr. Muszynski is a graduate of the University of Illinois at Urbana-Champaign with a B.A. in Liberal Arts and an M.S.W. in Social Work. He also holds the degree of Juris Doctor from George Mason University School of Law and an industry designation in Market Conduct Management (MCM).
